Overview

The Borger Express Pipeline will provide a regional refinery with critical access to crude oil originating from the Cushing, Oklahoma storage hub. This project will enable the refinery to access greater volumes and more varied types of crude, allowing it more flexibility to provide different refined products to Texas and Oklahoma residents and businesses. The Borger Express will directly and indirectly provide significant economic benefits to nearby communities and areas along the pipeline route.

The Borger Express project has completed all field due diligence and environmental permitting through required federal, state, and municipal agencies for construction, including USACE Tulsa District NWP 12 PCN authorization.

Project Overview


  • Approximately 195 miles of 16-inch pipeline 

  • Capable of transporting up to 90,000 barrels per day of domestic crude oil from Cushing, Oklahoma to a regional refinery 

  • Once complete, the crude oil pipeline will traverse seven counties: 

    Hutchinson, Roberts and Hemphill counties in TX 

    Ellis, Woodward, Major and Woods counties in OK

Economic Impact


  • Approximately $60 million in property tax revenue for communities along the pipeline route over the life of the project. 

  • Approximately 1,500 new contract positions will be created during the construction of the pipeline. 

  • Estimated 3 new permanent jobs will be established at locations along the pipeline route once the project is completed. 

  • The regional refinery, which this project supports, employs more than 900 people and contributes significantly to the area’s economy.

  • Summer 2020 - Spring 2021
